- Description of Project and Results Achieved:
The project goal is to contribute to the strengthening of aquatic resource management capabilities and capacity in Cambodia.
The project purpose is to provide the Cambodia Department of Fisheries and its human resource development agencies, with the program development knowledge and skills to design and deliver aquatic resource management programming at various levels, to students, the fisheries administration and to other stakeholder groups.
- Nature of Services (planning, management, technical assistance, training, procurement, etc.):
To strengthen the Faculty of Fisheries of the Royal University of Agriculture and the Prek Leap Agriculture college in program areas relevant to aquatic resource management;
To provide in-Canada training at the post graduate level for three faculty members from the partner institutions;
To collaborate with RUA and Prek Leap in the design and delivery of aquatic resource management professional development programs for regional field officers of the Department of Fisheries; and
To collaborate with RUA and Prek Leap and the Secretariat of State for Women's Affairs in the formulation of a strategy and associated fieldwork to mobilize women in community-based activities leading to improved management of aquatic resources.

- Description of Project and Results Achieved:
The Sustainable Rice Fish Integration Project has been designed to respond to the poverty reduction needs in Cambodia. The project will form the basis of a partnership between Prek Leap National School of Agriculture (PNSA) and MI. PNSA is a national college within the Ministry of Agriculture, Forestry, and Fisheries (MAFF) mandated to provide extension training curriculum in agriculture and fisheries. The purpose of the project is to enhance the extension training capacity of PNSA to respond to the training needs of rural farmers, a capability the School currently lacks.
Through the project, PNSA will develop standardized short course curriculum in integrated rice fish agriculture. In addition, government agriculture/fisheries extension officers will be cross-trained by PNSA in integrated rice crops and fishponds. The project methodology entails a series of train-the-trainer course delivered initially to the extension officers who will then deliver hands-on skills training to the community farmers. During this process, extension officers will identify a number of farmers from the communes in Takeo province to be mentors to other farmers in neighbouring communes. Men typically dominate fish culture, decision-making and training activities. Women dominate rice and household labour activities (i.e. rice planting, weeding, harvesting, collecting water), are lower paid and typically have not received training in fisheries. Therefore, gender equality is a cross-cutting theme that will integrate with strategies such as mentoring, gender specific training and modified time/place scheduling. PNSA will act as facilitators during these processes which will provide them with valuable field experience and promote awareness of PNSA’s capabilities. This collaborative development and train-the-trainer approach will ensure sustainability of project outcomes.
The project has three distinct components: policy, institutional and community levels.
1. Policy Level:
The first component will provide support to PNSA as it enhances its profile within the Ministry to deliver extension training.
2. Institutional Level:
The second component will focus on addressing the institutional capacity issues within PNSA. PNSA will have to expand and enhance its capacity in order to accommodate the broadened mandate of developing and delivery short extension training to the fisheries and agricultural extension officers and the communes.
3. Community Level:
The third component will focus on the design and delivery of practical-oriented short courses for selected mentor farmers in various communes in the Takeo Province. These mentor farmers will subsequently train other community farmers.
