1. Technical Vocational Education and Training Project

  • Description of Project and Results Achieved:
    Goal of the Project:
    To enhance the capacity of the TVET system in Palestine to efficiently develop its national human resources.

    Purpose of the Project:
    To implement a series of policy level, sectoral level and institutional development activities, which address the principles of relevance, efficiency and quality of TVET programming with particular reference to the marine sector.

    Background and Overview:
    Following the 1993 signing of the Agreement on the Gaza Strip and Jericho Area, and the 1995 Oslo II Accords, the Palestinian National Authority (PNA) assumed full self rule and civil responsibilities for most West Bank cities and the whole of the Gaza Strip. Thus, after 30 years of occupation, the PNA has inherited developmental needs on all fronts. Working in collaboration with the UN and other international development agencies, priority focus has been given to the following six areas: education, employment generation, institution building, private sector development, and infrastructure and housing.

    In the case of the post secondary education system, significant emphasis has historically been placed in Palestine on academic tertiary education. This resulted in vocational and technical education becoming marginalized, highly fragmented and not integrated into the overall education system. In order to address this problem, the PNA established an interministerial expert team with representatives from the Ministries of Education, Higher Education, Labour and other relevant agencies. In January 1997, a National Strategy and Action Plan for the development of a unified TVET system was endorsed.

    The project has established a partnership with the Ministry of Higher Education and a constituent college in Gaza, to assist with the development of the new technical education system at the policy level, sectoral level and institutional level. Policy assistance will be provided to analyze and formulate policy options in the area of program articulation. Sectoral assistance will be provided to collaboratively undertake a technical human resource development needs analysis for the marine sector including the development of the Gaza port, fisheries and coastal zone management. Institutional development support will be provided to the Palestine Technical College (PTC) in Gaza through professional development activities in DACUM processes and the formulation of competency-based curriculum.

    To improve the economic well being of Gaza fishers and fishing community residents.

    Purpose of the Project:
    To develop a Palestinian capability to design and deliver fisheries related technical training to practicing fishers and their communities.
